The Apex Committee comprises of private sector representatives and is therefore well placed to identify priority interventions. All pilot projects must be in line with the strategic plans. In this regard, they have formulated the following strategic plans:
 A pilot project management team (PPMT) comprising representatives from more than one stage of production along the value chain e.g. a farmer and a processor or a processor and exporter) convene and jointly formulate a pilot project proposal concept.
On one hand, the concept will show investment contribution by value chain players and on the other hand for each shilling invested by the value chain players, the matching grant facility will make an equal amount in technical assistance and other BDS on a commercial basis.
